In January 2006, Paul Manafort proposed to Viktor Yanukovych and the Party of Regions a plan to win the parliamentary elections, based on promoting the idea of ​​improving good relations with Russia, which was then in the so-called gas war.

“The main emphasis should be placed on the fact that the current government is making wrong decisions that have a detrimental effect not only on the Ukrainian economy, but directly on the interests of the Ukrainian people,” he writes in a memorandum to Messrs. Yanukovych and Akhmetov. “This idea will emphasize the fact that Yanukovych would not have made such colossal mistakes and that he has good relations with Russia to solve the problems created by Yushchenko and his team.”

And when, by 2009, Ukrainians were already tired of Viktor Yushchenko, economic stagnation and corruption, they suddenly saw a real alternative in Viktor Yanukovych, who served as prime minister in 2006-2007. According to RFE/RF, Paul Manafort enlisted the help of several influential European politicians to promote the interests of the Ukrainian government in Washington and Brussels.

These people would later become known as the “Habsburg Group”. In February 2013, Mr. Manafort wrote to Viktor Yanukovych that “certain elements of the Habsburg project have proven effective in dealing with the EU.” “The key to success lies in the fact that the project participants are prominent European leaders, whose opinion regarding Ukraine is considered objective.
