Moore, a Democrat and Maryland’s first black governor, told The Washington Post that he plans to “correct many historical wrongs” by signing the pardon, which will be implemented Monday. He said about 100,000 people are eligible for pardons. According to Moore, the pardon amounts to “the most far-reaching” action in the country to eliminate inequality in criminal justice. According to the American Civil Liberties Union, an organization that advocates for the freedoms and rights of American citizens, black Americans are more than three times as likely as white Americans to be arrested for marijuana possession. Following a referendum, Maryland legalized adult-use cannabis and retail sales of the drug in 2023.
