Diane and Guilford Glazer Foundation Program on Great Power Competition and the Middle East ; and the Middle East focuses on the region as a setting for heightened competition between the United States and other world powers, such as China and Russia.

As the twenty-first century has advanced, policymakers in Washington, Moscow, Beijing, and other capitals have increasingly viewed the Middle East as a region in which to play out larger contests for global position. In Syria and elsewhere, Moscow has used political power and military might to gain influence. Beijing promises hundreds of millions of dollars in investment to Iran while it courts closer trade and security ties with the region’s oil producers through its Belt and Road Initiative. Both countries have used their regional relationships and their positions as members of the UN Security Council to advance their interests, often to the detriment of the United States.

Policymakers in Washington need rigorous scholarship to understand this changing, challenging strategic environment. With the Guilford Glazer Program on Great Power Competition and the Middle East, The Washington Institute brings together experts, policy practitioners, and researchers to offer insight and policy guidance on all aspects of a new era of great power competition in the Middle East.

The Institute’s Meisel-Goldberger Fellow Grant Rumley, who served in both the Trump and Biden administrations as an advisor for Middle East Policy in the Office of the Secretary of Defense, Office of the Under Secretary of Defense for Policy, serves as director of the program. Senior fellows who have served as political and military analysts in the United States and abroad contribute to the program’s work. Institute Managing Director and Lane-Swig Senior Fellow Michael Singh, a former senior director for Middle East affairs at the National Security Council, was the program’s interim director at its foundation. Before joining the Institute, Russia expert Anna Borshchevskaya, author of Putin’s War in Syria: Russian Foreign Policy and the Price of America’s Absence (IB Tauris, 2021), served as an analyst for a U.S. military contractor in Afghanistan, among other positions.
