Defense Minister Sergei Choïgou made the announcement on Monday during a meeting with the army staff. He justified the approach by speaking of the growing number of American bombers positioned at strategic locations near the Russian borders. He also spoke about the presence of NATO warships and the increasingly frequent joint exercises carried out by alliance countries.

Sergeï Choïgou declared that such actions “destroy the international security system and force us to take the necessary countermeasures”.

“We are going to create 20 military units and formations in the western district by the end of the year,” he said.

He added that the Western Military District had ordered some 2,000 new artillery pieces this year.

Last month, a massive movement of troops in southern and southwestern Russia, near the border with Ukraine, alerted the West which called on Moscow to withdraw its troops amid fears a new conflict.

Russia has agreed to recall its troops, but has left the military equipment there for upcoming exercises scheduled for September.

Minister Choïgou insisted on the fact that the maneuvers carried out in collaboration with Belarus are “exclusively of a defensive nature”.

In 2014, Russia annexed Crimea after Ukraine ousted its Moscow-backed ex-president. Russia has since continued to support separatist rebels in eastern Ukraine. More than 14,000 people have been killed in seven years of armed fighting in the region.
